For paid forum software, Xenforo is my top pick. But for a free forum software, phpbb takes the cake. I know that a lot of people will argue this. Phpbb remains the best free form software you can ever come across. It’s way better than SMF. I have used both and I can attest to this fact. If you feel otherwise, let's argue it out. I’ll give you multiple reasons.
MyBB could have been the best free forum software available, but it's dead now.
It's not even responsive to mobile. phpBB and SMF are mobile responsive. SMF looks like it did in the early days right now, and it's still responsive LOL.

My experience as an admin is mostly with phpBB, and I think it is solid and reliable. As a forum user, though, I have tried a bunch of platforms, and based on my experience XenForo always seems to performing better than most of the popular forum software
For free software my favorite hands down is SMF. For paid I like Woltlab Suite, it comes with a CMS whenever you buy a license for the forum software so it's a nice free bonus. To be fair I like pretty much all the major forum software that is available currently, though I less favor the forums like Discourse since I like the look of threaded forums and replies better.
