A forum is a community of diverse of people. They come from different social class, different cultural nackground, different temperament. Running a forum is also a technical thing, somethings you might also get caught in leal wrangle. When you have technical, legal, or cultural expertise in your forum it might improve handling complex issues. Do you have them? Do you think specialists shoukd rotate, or remain permanent? How does this impact your forum and the team?

No, I don't think so. Simply respecting each other in the comments and not writing obviously bad or negative things is more than enough. Including specialists on different forum topics would be excessive.

I'm not sure if that's needed on forums today.

I think it would be needed on a social network that you created, something big with a lot of features and areas.

But a forum is pretty simple and I think keeping the staff structure simple is the best route to take.
