I feel like it's stopped for now, but it's obvious it will return because that cyberpunk style it has is exactly the future that will happen, so it's totally in line.

I think it continues to evolve! Lots of vaporwave artists went on to start creating their own music, without sampling already existing songs. Heck some are even adding quotes from shows in their music, Late Arcane recently made an album using clips from the soap opera "Passions." Also Dan Mason has made his own music for a while now, I don't think he samples anything anymore.
